Central Government Services

These are careers in Central Ministries and associated departments operating at the centre and in various states and dealing with specific areas of governance like External Affairs, Defence, Finance, Agriculture, Education and numerous others.

What are the different job roles available in the area?

Job roles in the Central Government are organised into four groups corresponding to the rank, status and the degree of the level of responsibility attached to the posts.

Group A or Class I (Executive/Gazetted)

Group A posts carry higher administrative and executive responsibilities and include senior management positions in the Ministries/Departments and field organizations. The president of India is considered the appointing authority for these posts. They are selected through Civil Services Exam and other UPSC Exams. Secretaries, Additional Secretaries, Joint Secretaries, etc fall under this category

Group-B or Class II (Gazetted/ Non-Gazetted)

Group-B gazetted officers have similar authority like Group-A officers. While many are selected via UPSC exams, majority of appointments in this group are through promotion. Department Heads of any government organisation generally appoints these officers. Section officers, Accounts officers , Administrative officers, scientists etc fall under this group. Group -B non gazetted officers do not hold significant administrative role, examples are office supervisors, office executives etc.

Group-C or Class III

Group `C' posts do not hold any critical administrative positions but perform supervisory as well as operative tasks and render clerical assistance in Ministries and field organizations. However, candidates working at these positions, just like most of the other positions in the government sector can be promoted to higher levels. These candidates are usually selected via the SSC (Staff Selection Commission) entrance examinations.

For instance: Section Heads, Head clerks, Stenographers, tax assistants, Typists and Telephone operators come under group C.

Group-D or class IV

Group `D' posts are meant for carrying out routine duties. This group includes peons and helps or multi-tasking staff in the government hierarchy. They are also selected through exams conducted by the SSC.

Note: The 7th pay Commission merged the Group - C and D so that they can come in the same pay band.

Recruitment Exams

The two organizations through which the recruitment of personnel for the Central Government are carried out are the Union Public Service Commission (UPSC) and the Staff Selection Commission (SSC). The former is responsible for conducting examinations for appointment to the higher civil services and civil posts under the Union Government and the latter conducts examinations for the recruitment of some group B posts, non-technical Group “C” posts, Lower Division Clerks,Stenographers and others including group D multi tasking staff.

SSC CGL (Combined Graduate Level) Exam

  • Tier-IV (Data entry skill test/ Computer Proficiency Test).

SSC Junior Hindi Translator (JHT) Exam

Hindi translator in various central government ministries / offices / departments.

  • Bachelor’s degree in Hindi /Bachelor’s degree in any subject and a Master’s degree in Hindi with English as one of the subjects at degree level

SSC Stenographer Exam

Stenographer Grade C (Group ‘B’ Non Gazetted) and Stenographer Grade-D(Group –‘C’,Non-Gazetted) in various government departments and ministries.

SSC MTS (Multi-tasking Staff) Exam

General central service Group-‘C’ Non-Gazetted, Non-Ministerial posts ( to be deputed as peon, daftry, jamadar, farash, chowkidar, safaiwala, mali, junior gestetner operator etc.) in various government departments/ ministries.
